* Please note that most of the information here is still related to the structure of the European grant programmes of the EU financial perspective for the years 2014-2020. The database will be continuously supplemented with information about the new/renewed EU grant programmes within the new financial perspective 2021-2027, in accordance with the announcements of the European Commission.
The European Union recently introduced small-scale partnerships into Erasmus+ to reach out and provide opportunities to smaller grass-roots organizations which might have less experience with international partnerships. The small-scale partnership requires only a minimum of two organizations in programme countries to work together; it is open to public or private organizations in the fields of education, training, youth, sports, and other socioeconomic sectors.
The objectives of the program are stated as:
- Attracting and widening access for newcomers, less experiences organisations and small-scale actors to the programme.
- Supporting the inclusion of target groups with fewer opportunities
- Supporting active European citizenship and bringing the European dimension to the local level.
If your organization is new to international cooperation, a small-scale partnership could be the perfect starting step. It requires less coordination than a project with many partner organizations, and thus is a good introduction to the complexities and challenges that can occur with transnational projects.

The Project Support Facility (PSF) was created in 2012 to co-finance projects around the Baltic Sea Region to foster sustainable partnerships in relation to the 3 long-term priority areas of the CBSS:
- Regional Identity.
- Sustainable & Prosperous Region.
- Safe & Secure Region.
The projects proposed have to be relevant for and with reference to at least one area of expertise within the priorities.
The 2021 PSF call is dedicated to innovative solutions for strengthening resilience by promoting inclusiveness and protection of most vulnerable societal groups in the Baltic Sea Region during a period of crisis. The Call Is opened from 15 February to 31 March 2021.
Eligible countries: Denmark, Estonia, Finland, Germany, Iceland, Latvia, Lithuania, Norway, Poland, Russia, Sweden.
The Interreg program for the entire Baltic Sea region focuses on the development of the macro-region around the Baltic Sea, which includes a total of 11 countries: Denmark, Norway, Sweden, Finland, Russia, Estonia, Latvia, Lithuania, Belarus, Poland and Germany.
The program invests approximately two billion kroner from the EU in the period 2014-20 to make the region around the Baltic Sea more innovative, accessible and sustainable.
Local, regional and national authorities, research and educational institutions, NGOs and sector-specific organizations can participate in activities. Partners from Denmark can receive 75 percent co-financing from the EU.

Interreg Baltic Sea Region 2021 - 2027
Good news: transnational cooperation in the Baltic Sea region will continue in the EU funding period 2021-2027. The EU Member States are currently negotiating the draft legislative basis for the future Cohesion Policy including Interreg. Work is ongoing to design the next North Sea Region Program, expected to be launched during 2021. The new program will underpin core EU policies such as the EU Green Deal and propel the region towards a greener, smarter, and more liveable place.
The work is based on the EU regulations specifying the priorities and framework for the next Interreg programme period 2021-20217.
The programme will be open for organizations from the following countries: Belgium, Denmark, Germany, Norway, Sweden and the Netherlands.

The program Interreg Germany-Danmark promotes cross-border cooperation between Germany and Denmark. The current program (2014 - 2020) is the fifth generation of Interreg (Interreg 5A) and unites the two former German-Danish cross-border Interreg regions (Fehmarnbeltregion and Syddanmark-Schleswig-KERN).
Interreg aims at enhancing cross-border collaboration by funding German-Danish projects in four focused subject areas that are essential to the region. The program is funded with 90 mio. € by the European Regional Development Fund (ERDF). Behind Interreg Deutschland-Danmark stand 11 program partners from Denmark and Germany - two Danish regions and nine German districts and cities from Schleswig-Holstein. In total, 3.6 million people are living in the program region. Therefore, it is important that the region is continuously developing and creating opportunities for its citizens.
Interreg fosters the growth of the region in the areas of economics, employment, education, tourism and culture by funding cross-border innovative projects that want to create positive change for the German-Danish cooperation. Like about 70 other Interreg programmes around Europe we believe that through constant development and integration the national border will no longer be a barrier but accomplish mutual enrichment.

The Interreg South Baltic Program at aims unlocking South Baltic's potential for blue and green growth through cross-border cooperation between local and regional actors from Denmark, Germany, Lithuania, Poland and Sweden.
Building on the maritime character of the Program, “blue growth” addresses the economic potential of the Baltic Sea for growth and jobs across the shores of the South Baltic. At the same time, "green growth" underlines the need to pursue the path of economic growth in balance with the environment, in particular by utilizing South Baltic's rich natural and cultural heritage in a sustainable and preserving manner.

During the 2021-2027 programming period, INTERREG continues to support interregional cooperation among regions from all across Europe.
“To steer the overall process, take formal decisions on the content of the future programme and select our thematic priorities, we have set up a programming committee. The committee is made of delegates from 29 Partner States who take the decisions. An observer from the European Commission as well as the programme's managing authority and joint secretariat take part, but without any decision-making powers. We’ve also hired external experts to help us draft the new programme.”
Horizon Europe is a €100 billion research and innovation program designed to follow Horizon 2020. The program will have 5 main mission areas:
- Adaptation to climate change including societal transformation
- Cancer
- Climate-neutral and smart cities
- Healthy oceans, seas, coastal and inland waters
- Soil health and food
The key to this program is partnership and cooperation between EU countries, which will help build a better future for all Europeans. Another goal is to widen participation and strengthen the European research area.

The EU Program Erasmus+ will continue starting in January of 2021. It supports the creation and funding of projects that work on themes of education, training, and sport in Europe. The program’s budget is over €14.7 billion and has previously enable more than 4 million Europeans to learn and work abroad; both individuals and organizations take part in Erasmus programs.
Participation in the Erasmus+ program will be possible in all areas in the form of integrated learning ("blended learning"); likewise, the acquisition of knowledge and skills by means of eLearning will be expanded. Under the current conditions of COVID-19, the program is already doing important preparatory work to ensure that participation in the program remains possible even without physical mobility and face-to-face learning.

The Employment and Social Innovation (EaSI) programme is a financing instrument at EU level to promote a high level of quality and sustainable employment, guaranteeing adequate and decent social protection, combating social exclusion and poverty and improving working conditions.
It supports:
- the modernisation of employment and social policies with the PROGRESS axis;
- job mobility with the EURES axis;
- access to micro-finance and social entrepreneurship with the Microfinance and Social Entrepreneurship axis.
Horizon Europe is an ambitious €100 billion research and innovation programme to succeed Horizon 2020.
Horizon Europe will support European partnerships with EU countries, the private sector, foundations and other stakeholders. The aim is to deliver on global challenges and industrial modernisation through concerted research and innovation efforts.
It is divided into three pillars:
- Excellent Science
- Global Challenges and European Industrial Competitiveness
- Innovative Europe
A specific section of keep.eu cotaining extensive information on individual programmes (partners on the map, projects, objectives, indicators, etc.).
Visegrad Fund supports a diverse range of activities in all areas of life. From small cross-border projects that strive to improve mutual understanding in the border areas to multilateral initiatives. Projects must develop cooperation and active participation of organizations from at least 3 V4 countries (Poland, Czech Republik, Hungary and Slovakia) or organizations from 3 V4 countries and at least 1 organization from Western or Eastern Balkan countries (Visegrad+ Grants).

The EEA and Norway Grants are funded by Iceland, Liechtenstein and Norway. The Grants have two goals – to contribute to a more equal Europe, both socially and economically – and to strengthen the relations between Iceland, Liechtenstein and Norway, and the 15 beneficiary countries in Europe ( Poland, Croatia, Bulgaria, Portugal, Estonia, Czech Republic, Cyprus, Hungary, Greece, Latvia, Lithuania, Malta, Romania, Slovakia, Slovenia)

The Alpine Space programme is a European transnational cooperation programme for the Alpine region. It provides a framework to facilitate the cooperation between economic, social and environmental key players in seven Alpine countries, as well as between various institutional levels such as: academia, administration, business and innovation sector, and policy making.
Four of these thematic fields, called priorities, have been identified for the 2014–2020 period:
Priority 1: Innovative Alpine Space
Priority 2: Low Carbon Alpine Space
Priority 3: Liveable Alpine Space
Priority 4: Well-Governed Alpine Space
The cooperation area of the Alpine Space programme covers the Alps and their surrounding lowlands, connecting very distinct regions, such as the French Rhone Valley with the Slovenian Adriatic coast, and the metropolitan area of Milan with the Bavarian foothills.
The programming process for the Alpine Space programme 2021-2027 has officially started.
This programme contributes to the development of a European area of justice based on mutual recognition and mutual trust.
This programme supports the development of projects for a Europe where equality and the rights of persons are promoted and protected.
Creative Europe Programme (2014-2020) supports the culture and audiovisual sector.
In the frame of the CULTURE sub-programme it supported cooperation projects of cultural and creative organisations within the EU and beyond, such as those promoting cross-border cooperation, platforms, networking, and literary translations.
There is the last call in January 2020 in the frame of Literary translations projects.
The program will be continued in the new financial perspective of the EU.

The Nordic Council of Ministers' Open Call Program for Co-operation with Northwest Russia includes funding for cooperation and networking projects between Nordic and Northwest Russian NGOs.
All parties in the Nordics and Northwest Russia are eligible for funding.
As a rule, the applicant / lead partner for the project must be from one of the Nordic countries. The partnerships must include at least one partner form Northwest Russia and partners from at least two Nordic countries.
- The Nordic countries are: Denmark, Finland, Iceland, Norway, Sweden and the three self-governing areas: the Faroe Islands, Greenland and Åland.
- The Northwest Russia includes the following regions: St Petersburg City, Archangelsk Oblast, Kaliningrad Oblast, Leningrad Oblast, Murmansk Oblast, Pskov Oblast, and Republic of Karelia.
The project activities should focus on establishment of networks and exchange of experiences. All thematic areas are eligible and special allocations are made available for strengthening democracy, human rights, civil society and NGO cooperation.
The yearly grant per application cannot exceed 500,000 DKK (67,000 euros).

The Nordic Council of Ministers' program for NGO cooperation in the Baltic Sea Region supports NGO's from Russia, Belarus, Poland, Denmark, Norway, Sweden, Finland, Iceland, Estonia, Latvia, Lithuania, Greenland, Faroe Islands and Åland Islands.
It is a formal requirement that the applicant and relevant partners are Non-Governmental Organizations (NGOs). The program defines NGOs as "non-profit, publicly anchored, civic organizations that are neither owned nor controlled by public authorities, nor by private companies, and which have an open and democratic structure".
Projects under the auspices of the NGO program must have - including the applicant - at least
- one partner in the Nordic Region,
- one partner from Estonia, Latvia, Lithuania, or Poland, and
- one partner from Northwest Russia, or Belarus.
The yearly grant cannot exceed 500,000 DKK (67,000 euros).

The Culture and Art Program of Nordic Culture Point supports Nordic cooperation within all areas of art and culture, in all project phases: preliminary work, production, presentation and dissemination.
Each project should include parties from at least three countries, of which at least two should be Nordic (Denmark, Finland, Iceland, Norway and Sweden and / or the Faroe Islands, Greenland and the Åland Islands). It means organizations from countries outside the Nordic region also can be partners. Furthermore, the applicant organization are not required to be resident or active in the Nordic countries nor be Nordic nationals, provided the Nordic dimensions of the project are otherwise satisfied.
The Program is open for both professional and amateur sectors, and the voluntary sector.
Projects can be granted:
- up to 7,000 EUR with full financing
- up to 40,000 EUR with at least 30% co-financing
- up to 100,000 EUR with at least 50% co-financing

Nordplus is the largest educational support programmefor mobility and co0llaboration projects within the Nordic Council of Ministers and it is funded by the Nordic and Baltic countries.
Only applicants from the Nordic countries - Denmark, Norway, Sweden, Finland, Iceland, the Baltic countries - Estonia, Latvia, Lithuania - and the autonomous regions of Åland, the Faroe Islands and Greenland, which act as independent countries in Nordplus, are eligible for grants.
Nordplus Adult provides an average of 50,000 euros for a two-year Nordplus Adult collaboration project involving three or four partners.

The European Social Fund (ESF) is the European Union's main financial instrument for social policy and investment in people.
The ESF supports measures
- to prevent and combat unemployment
- to expand the range of training on offer
- and for an improved functioning of the labour market.
With the aim of promoting and employing, ESF invests in education, skills and lifelong learning. The priorities are gender equality, active ageing and inclusion, adaptation to change, technical assistance and reducing early school leaving. The ESF is one of the European Union's Structural and Investment Funds (ESIF) alongside the European Regional Development Fund (ERDF), the European Agricultural Fund for Rural Development (EAFRD), the European Maritime and Fisheries Fund (EMFF) and the Cohesion Fund.
INTERREG is the EU programme for cross-border cooperation, which supports collaborations between european countries. This includes three types of cooperation:
cross-border (INTERREG A)
transnational (INTERREG B)
interregional (INTERREG C).
Erasmus Plus is the European Union program for Education, Training, Youth and Sport 2014-2020, with a specific area devoted to adult education.

The aim of the Europe for Citizens Programme is to contribute to citizens' understanding of the EU, its history and diversity and to encourage the democratic participation of citizens at EU level. The Programme is implemented through two strands:
Strand 1: European remembrance: Raise awareness of remembrance, common history and values and the Union's aim.
Strand 2: Democratic engagement and civic participation: Encourage democratic and civic participation of citizens at Union level.
Measures in this strand are:
